Objective:
Explore the perceptions of risk and related narratives within the community and among relevant public sector agencies, and the implications of such perceptions and narratives for the adoption of risk-mitigating strategies and actions. This objective is a benefit to other academics because it will provide a better understanding of the differences in perception of landslide risk between low-income communities (in particular in informal settlements) and public sector agencies in the Global South, and of how these may impact on the adoption of risk mitigating strategies and actions.
Methods:
To address this research objective, the following methods will be used in Comuna 8, where the most recent Land Use Plan estimated there are 3,200 dwellings in areas at risk which can be mitigated, and 1,800 in non-mitigable risk areas (Ortiz and Villamizar-Duarte n.d.): (1) Focus groups with residents from 3 types of area (1 with residents living on land classified as ‘at risk non-recoverable’, 1 with residents on ‘at risk recoverable’ land and 1 with residents on ‘not at risk’ land – total 3 focus groups); (2) 12 semi-structured interviews with informal settlement community leaders; and (3) 20 semi-structured interviews with key stakeholders in the public and third sectors. The focus groups and interviews will explore: perceptions of risk and potential impacts on life and livelihoods, perceptions of ways of reducing risk and their impact on livelihoods, reactions to the types of strategy outlined above and identified through literature review, and perceptions of their viability.
